Ahead of the meeting of the Council of Foreign Ministers of the EU, a meeting of the Foreign Relations Committee of the Dutch Parliament was held, in which the Minister of Foreign Affairs of the Netherlands Caspar Veldkamp took part.
During the hearings, 2 resolutions related to the Republic of Armenia were proposed. According to the procedure, the draft resolution is submitted by one of the authors. the authors of the first resolution are deputies Isa Kahraman (NSC) and Don Seder (ChristenUnie). Presenting the draft resolution, Isa Kahraman noted that they support the Armenia-Azerbaijan peace process, but present a proposal regarding the preservation of the cultural heritage of Nagorno-Karabakh.
The resolution specifically states:
"Considering that the Azerbaijani army attacked Nagorno-Karabakh in September 2023, as a result of which almost the entire population fled to Armenia and has not yet returned to their homes, and since Azerbaijan is destroying the Armenian cultural heritage in that area; We call on the government to act in favor of the protection of Armenian cultural heritage, both within the framework of the 1954 Hague Convention of the EU and UNESCO".
The Minister of Foreign Affairs of the Netherlands did not object to the draft resolution, confirming that there has been a military escalation in Nagorno-Karabakh, which has had consequences, and that the government is in favor of the call to protect the Armenian cultural heritage.
The resolution was adopted by the overwhelming majority of votes of the parliament.
The authors of the second resolution are MPs Seder (ChristenUnie), Boswijk (CDA), Stoffer (SGP), Pirie (GroenLinks-Pvda), Van der Berg (VVD), Paternotte (D66), De Ron (PVV) and Kahraman ( NSC). The draft resolution was introduced by Don Seder.
The resolution states that for the first time in three decades, a unique opportunity for peace between Armenia and Azerbaijan has been created, therefore, it is important to be fully involved in the peace process. It was also emphasized that there are still obstacles, including the fact that Azerbaijan continues to keep Armenian prisoners of war. The resolution calls on the government, together with other European countries, to increase pressure on Azerbaijan in order to release all Armenian prisoners of war as soon as possible.
The Foreign Minister did not object to the draft resolution, affirming that it is now important for the government to support the establishment of peace between Armenia and Azerbaijan, and during contacts with the high-ranking leadership of Armenia and Azerbaijan, he called on both sides to sign a comprehensive peace agreement. In this context, the minister will address the issue of the release of various categories of prisoners, among whom Armenian prisoners are certainly included. According to the minister, the release of prisoners of war after the end of the armed conflict is an obligation arising from the norms of international humanitarian law.
The second resolution was also adopted by the majority of votes.
